NO. Self medication in Japan is very different than in Western cultures. It is not so popular anyway.
The reason is that, upon Japanese culture (until late years) a patient should visit a doctor and receive medicine without being told that is his/her problem. That is, Doctors would mostly not discuss with the patients, the name, nature or the reasons for his/her illness.
Patients expect to receive attention and medication directly from Doctors without asking many questions/
Then, you allergy might not even occur or it might be different in Japan since here’s a different weather, altitude, nature, ETC.
So, if you take your medical prescription to a Japanese drugstore, they will not accepted because cultural, legal, ETC, ETC reasons, and they will just ask you to visit a regular othorinolaringologist to get a prescription.
Based on what your Doctors tell you, you might find a Pharmacy willing to sell you a close medicament but I consider that very unlikely.
I recommend you to Visit a local Doctor, (specially one with English skills) to explain your problem and get a Japanese solution.
Other reason why you should visit a local Doctor, is because Japanese People suffer of many, many different types of allergies that vary upon individual, geographic location (within Japan, Of course) and other matters, so, there ar infinity of nasal sprays.
I myself have been an allergy patient and it has been difficult to find the best medicine for such.
Good luck.
