Never heard of “Doctor’s Say Yes” but there’s something called “Care Credit” – it’s a credit card for Medical/dental/ healthcare, and I believe some plastic surgeons accept it. You have to apply like a regular credit card. I had one for extensive dental work I needed but couldn’t immediately afford. Here’s their website with more information:

Well, just tell them “no” if you don’t want the tests, but they are legally required to tell you what options are available to you. It’s also self-defense on their part. If they DIDN’T recommend a test and you got an illness that could have been detected, you could sue… and win.
