Because a long time ago, employers had to compete for workers and they offered healthcare plans as incentives to gain workers. Foolish employers, nowadays people have forgotten this and believe it’s the employer’s duty to provide this.

You can blame that on CEO’s in the 1950′s who wanted to attract talented employees by paying for their health insurance as a fringe benefit. It grew from there and now everybody pretty much expects the employer to pay for health insurance.

During World War II wage increases were capped by Congress but employers were allowed to offer health insurance and other benefits to attract workers

With an employer mandate, a large pool of employee will lead to lower insurance costs. It is in the self-interest of the employee, employer and health insurance company. Also, the House Bill exempts some Small businesses from the employer mandate to avoid undue burden.
