They’re not required to offer any chairs or carts, motorized or otherwise. People arriving at the store are expected do so with the ability to shop. It is presumed by the handicapped parking spaces that they would bring whatever mobilization equipment they need to do that. Stores offer them as a mere courtesy. I’m sure those that do are responsible for the maintenance themselves.
