You need to figure out what services/features your website will require – then find the options with different hosting companies…then design/build/test, then get the account, then publish it.
For instance… let’s say you decide you need registrations complete with password, forgot password, change password, a database for a forum, an online storefront… each of these requires some kind of technology – maybe a database, maybe an LDAP, maybe SSL security… now you know what services the hosting company would have to provide.
Then, you find options.. maybe there is one company that provides MySQL at $50 a month, but another provides derby at $30, or PostgreSQL for $35. Then you know which database to have your site built to use… once it is built.. which could take a while… you then get the account, and get into business.
if it is just simple HTML.. then it really doesn’t make any difference.

To make your life easier you can get hosting before and use built in web site builder. Many of largest hosting company provides that but my favorite is Hostgator because they helps to build your site and they have many great templates and list is updated regularly
Prices for Hostgator hosting in in the middle range but price/quality and price/features ratio is the best on market that for sure.
